LOCAL 598/CAW

RETIRED WORKERS CHAPTER

Of the

 

NATIONAL AUTOMOBILE,

AEROSPACE, TRANSPORTATION

AND GENERAL WORKERS

UNION OF CANADA

 (CAW-CANADA)

 

ARTICLE 1

 

AIMS, OBJECTS AND RULES

 

SECTION 1:      

The purpose of this organization is to represent and advance the economic and social well being of the members.

SECTION 2:      

All retired former dues paying members of Local 598 and their spouses shall be eligible for membership.

SECTION 3:

All executive decisions shall be subject to ratification by the membership meetings.

SECTION 4:

All expenditures shall be authorized by membership vote.

SECTION 5:

Only members in good standing shall vote at membership meetings.

SECTION 6:

Membership meetings shall be held every month of the year except for July and August.

SECTION 7:

The Executive Board shall consist of twelve (12) members who shall be elected for a term of two years at the membership meeting.  The Board structure will consist of:

Chairman

Vice-Chairman

Recording Secretary

Financial Secretary

One (1) Member-at-Large

Three (3) Trustees

Four (4) Committee members

 

SECTION 8:

Standing Committees shall be determined and set up annually by the Executive Board and may include members-in-good standing who are not on the Board.

SECTION 9:

Standing Committees shall report to the Executive Board for approval of recommendations and action.  All activity shall be subject to approval by membership meetings.

SECTION 10:

Local 598/CAW Falconbridge Pensioners Chapter shall maintain close fraternal relations with Local 598 Mine Mill/CAW and where possible assist in the bargaining process with Falconbridge.

SECTION 11:

Local 598 Falconbridge Pensioners Chapter shall constantly seek to establish harmonious relations with all bona fide pensioners and union organizations to further their mutual interests.

SECTION 12:

All meeting procedures shall be as informal as possible to facilitate democratic expression in a business-like way.  In the event of procedural dispute, Bourinot’s Rules of Order shall apply.

 

ARTICLE 2

 

MEMBERSHIP

SECTION 1:

The Chapter shall hold a monthly membership meeting, in accordance with the CAW Constitution.

SECTION 2:

Special membership meetings may be called, in cases of emergency, between regular meetings, by the Executive Committee or the Chairman of the Chapter.

SECTION 3:

All members will be notified by the Chapter of regular meetings through a yearly newsletter and on the Pensioners website.

SECTION 4:

The Agenda for regular membership meetings shall include:

ARTICLE 3

 

OFFICERS AND ELECTIONS:

SECTION 1:

The officers of the Chapter shall include Chairman, Vice-Chairman, Financial Secretary, Recording Secretary, three (3) Trustees, four (4) Committee members and the Chapter Representative on the Local 598 Executive.

SECTION 2:

The Executive Committee shall be composed of Chairman, Vice-Chairman, Recording Secretary and Financial Secretary.  A quorum for the Executive Committee shall be two (2) Executive Officers of the Chapter.

SECTION 3:

Between Chapter membership meetings the Executive Committee shall be empowered to act on behalf of the membership to the extent urgent business required prompt and decisive action.  Any actions taken shall be reported to the next Chapter membership meeting.

SECTION 4 - Elections

 The Officers shall be nominated in February, March and April every year and elected in May.

SECTION 5:

An Election Committee consisting of two (2) members-in-good standing shall be nominated and elected at the yearly meeting in April.

SECTION 6:

A plurality is required to be elected.

SECTION 7:

The duties of the Officers shall include the following:

Chairman:          The Chairman shall preside at Chapter Membership and Executive meetings, sign all vouchers authorizing withdrawal from the Chapter funds, appoint ad hoc committees subject to the approval of the Chapter Executive Board.

Vice-Chairman:          The Vice-Chairman shall assist the Chairman and assume the duties of the Chairman in his/her absence.

Recording Secretary:          The Recording Secretary shall keep minutes of all Chapter Membership and Executive meetings, read all documents and conduct the general correspondence pertaining to the Chapter.

Financial Secretary:          The Financial Secretary shall report monthly to the Membership regarding the status of the Chapter funds and shall distribute a copy of the Financial Statement at each membership meeting.

Member-At-Large:  The Member-At-Large shall perform any duties assigned by the Chairman or Executive.

Trustees:          The Trustees shall maintain and report annually the business and issues regarding the Chapter.

 

SECTION 8 – Executive Board Sub-Committees:

The structure of the Sub-Committees will consist of:

3.                 3.                 Socials, Sports and Recreation Committee

4.                 4.                 Publicity Committee

5.                 5.                 Membership Committee

6.                 6.                 Emergency Response/Support Committee

8.                 8.                 Medication Awareness Programme Committee

 

  ARTICLE 4

 

FINANCES

 

SECTION 1:

Three dollars ($3.00) G.M. voluntary monthly check off retired dues shall be received by the Chapter.  A percentage of dues will be forwarded to the National Union in accordance to Article 48, Section C of the Constitution

SECTION 2:

The signing Officers shall be the Chairman and Financial Secretary.

SECTION 3:

The fiscal year will be January 1st to December 31st of each calendar year.

 

ARTICLE 5

 

OUT-OF-POCKET EXPENSES

SECTION 1:

Chapter members who incur expenses in carrying out authorized Chapter business may be reimbursed from the Retirees Fund.

It is not intended to pay lost time, wages or salary or to reimburse members for attending Chapter membership or committee meetings.

SECTION 2:

Guidelines for reimbursement of out-of-pocket expenses shall be:

(a)             (a)              Actual fare or auto mileage, parking, registration fees, and meals, when authorized work involved eating out.

(b)             (b)             For authorized attendance at activities or conferences requiring overnight stay, the reimbursement shall cover transportation costs, parking, hotel accommodation, registration fees (including cost of meals), and a per diem to cover meals and incidental expenses

 

ARTICLE 6

These By-Laws may be amended by the following procedures:

1.                 1.                 Proposal to amend the By-Laws shall be initially in the form of a Notice of Motion at a Chapter meeting for consideration at the next meeting.

2.                 2.                 A two-thirds vote is required for the adoption of a motion to amend the By-Laws.
